WASHINGTON -- Throughout the 1990s, Democrats have excoriated Republicans for proposing to cut capital gains taxes, saying such a move would benefit the wealthy at a time when the GOP was seeking to cut services for the poor and elderly.
But this year, many Democrats are quietly assuring Republicans that they will support a broad capital gains tax cut.
