The decision making system of Qatar, now a major and rapidly expanding source of LNG, is among the best in the six states of the Gulf Co-operation Council (GCC). It has undergone important changes under the young Emir, Shaikh Hamad Bin Khalifa Al Thani, who ousted his father in a peaceful coup on June 27, 1995.
