WASHINGTON -- The international body that regulates whale hunting will debate proposals to allow some commercial whaling in coastal waters around the world and to let an American Indian tribe resume small-scale subsistence hunting.
The International Whaling Commission, at its annual meeting in Monaco next week, is drawing renewed attention to an environmental issue that always provokes passionate debate: the protection of grand marine mammals that were hunted nearly to extinction before becoming the icon of the conservation movement.
