BERLIN -- After decades of division, Berlin is whole again, its historic center no longer split by ideology and a concrete wall. The problem now is getting both sides to agree on how to fill the empty spaces.
Seven years after unification, Berliners east and west remain divided by what has come to be termed ``the wall in the mind,'' a sense of unease stemming from a generation living under opposing political systems.
Nowhere is this more evident than in the debate over what should be done with the Palace of the Republic, the former East German parliament building.
