Every public college in Colorado uses racial preferences, admitting minorities who have significantly lower test scores and grade-point averages than whites, according to a study by the former director of the U.S. Commission on Civil Rights.
The admission standards - most likely illegal - doom Hispanic and African American students to huge dropout rates, foster resentment among white students and promote racism among ethnic groups, said Linda Chavez.
