DURANGO -- The state legislature, Gov. Roy Romer and his Blue Ribbon Panel on Transportation are locked in a debate over a projected $8 billion shortfall to repair Colorado highways.
Colorado's highways need a $27 billion fix over the next 20 years, but if current funding techniques are continued, the state will be able to come up only with about $19 billion.
``This is a major problem that if we don't devote some money to, we aren't ever going to catch up,'' said Sen. Don Ament, R-Iliff, an outspoken proponent of repairing Colorado's roads.
