LONDON -- Prime Minister John Major's ruling Conservatives were dealt a blow by voters Thursday, losing more than 500 seats to the Labor Party in municipal elections across England.
Pollsters forecast that the Conservatives would end up with 28% of Thursday's vote, compared with 43% for Labor in the last major test at the polls before the next general election, which must be called within a year.
