When Congress gets back from its August recess, it should take up legislation ensuring that what happened to John Sabanovich doesn't happen to anyone else.
Sabanovich, an elderly man from Redding, Calif., sold a piece of land that the federal government later deemed a ``wetland,'' making it practically worthless commercially. The new owners decided to sue Sabanovich for the purchase price of the land, arguing that he should have known his property was a wetland even though the government hadn't notified him.
The new owners won the case, and Sabanovich saw his net worth drop from $900,000 to ...
