BOSTON -- With scandals tarnishing the family name and his approval ratings sinking, Rep. Joseph P. Kennedy II took himself out of the 1998 governor's race and stunned politics watchers.

At a hastily called news conference Thursday, the congressman said he feared his candidacy would end up highlighting recent family scandals, such as his brother's widely reported relationship with a teen-age baby sitter, rather than issues such as health care and jobs.
