For most viewers, the truly surprising thing about ''Fairy Tale - A True Story,'' opening here Friday, will probably be the fact that it is indeed a true story.
In 1917, two little girls in Britain really did take photographs of what they said were fairies - and the likes of Sir Arthur Conan Doyle and Harry Houdini showed up to investigate.
