MOSCOW -- Angered and alarmed by recent cases of Americans accused of abusing their adopted Russian children, lawmakers in Moscow are drafting rules to tighten control of adoptions by foreigners.
Members in the hard-line Parliament want to end what they say is a boom in the illegal selling of children. The State Duma, the lower house, is expected to consider the new legislation in December.
The proposed steps include requiring Russia to sign agreements with other nations to spell out adoption procedures, and to have children adopted by foreigners retain their Russian citizenship.
