This year's address by India's prime minister to the United Nations General Assembly marked a sharp departure from years past. Instead of taking the high road and ignoring Pakistan, Atal Bihari Vajpayee dwelt on its role in sponsoring cross-border terrorism. "Terrorism and dialogue do not go together," declared Vajpayee, firmly shutting the door on any early rapprochement between New Delhi and Islamabad.
