`IT COULD probably be shown by facts and figures that there is no distinctly native American criminal class except Congress," Mark Twain wrote. Scandals in the executive branch have drawn the most publicity since Watergate, and the media have been quick to see scandal in Ed Meese's cufflinks or Richard Allen's wristwatch. But given the number of congressmen who in recent years have made quick odysseys from Capitol Hill to the slammer, it's fair to say that the journalistic sleuths should distribute their attentions a little more evenly around Washington.
