CHESAPEAKE -- As two councilmen press for an independent study of the city's mosquito control operations, one factor driving their concern is an accumulated surplus nearly equal to the budgets of the five commissions.
Among them, the commissions had $2.27 million as of June 17 in contingency funds, according to the Finance Department. Commissioners said this surplus can be used for heavy rain seasons - when mosquito breeding increases - and to counter disease emergencies.
But it may be a place where the city can look for savings, say the two council liaisons to mosquito control.
