CHARLOTTESVILLE -- When it was created a year ago, Gov. Jim Gilmore's Blue Ribbon Commission on Higher Education seemed determined to blaze a controversial trail, suggesting radical changes in the way colleges are financed.
But now, with its work winding down, the 39-member group is molding its proposals to political reality, trying to come up with ideas that will win the approval of the legislature and the governor, state and college officials said.
