Virginia Beach City Council has unfortunately decided to go ahead with a premature light-rail referendum on this November's ballot. Studies of the light-rail spur to the Naval Base are incomplete, yet voters will be asked to weigh in on the issue.
To its credit, City Council decided not to include a language in the referendum question that would have asked voters if they favored a 5 percent gasoline tax hike to pay for light rail. That was wise, since the funding mechanism for the proposed light-rail line is still being considered. Also, any gasoline tax hike to pay for such a project would presumably be implemented across the region, not just in Virginia Beach.
