NORFOLK -- The case against the local anti-war protester arrested for handing out pamphlets in a city park came to an abrupt halt Tuesday.
The city attorney announced that he will drop a criminal charge of leafletting without a permit against Steven J. Baggarly, the soft-spoken peace activist who was arrested last spring in Town Point Park. A charge against his co-defendant, retired teacher Mary Franke, also was dropped.
``We don't regard them as any particular danger to the community,'' said City Attorney Bernard Pishko.
