VIRGINIA BEACH -- Armada/Hoffler Holding Co. is planning a $300 million development in the city's long-pursued town center that includes office and retail space, movie theaters, garages and eventually a hotel and apartments.

City and Armada/Hoffler officials confirmed that the project, in the so-called central business district, is on the drawing board, but cautioned that it is in the early stages and that many details remain unclear. Among the biggest questions are how it would be paid for and how much the city would be asked to contribute or finance - although estimates put it near $67 million.
