That headline, from the Business & Finance section of Sunday's Pilot, spoke with boldness and profundity.
It appeared just below an aerial photo of the last, largely wooded parcel of property in Virginia Beach's Pembroke section, which spreads southeast from the cosmic corner of Virginia Beach and Independence boulevards, and looks from the air like some ancient virgin forest left inexplicably unpaved in the suburban stew that surrounds it.
