FRANKLIN -- But no one knowsAs floodwaters slowly continued to recede Tuesday, the chairman and chief executive officer of International Paper of Purchase, N.Y., promised that its paper mill, which employs thousands here and in Southampton County, will rebuild.
When the 2,400 people who work there will be able to return to work, however, remains to be seen. Company officials had previously given Monday as a target date for getting people back to work, but John Dillon said Tuesday that he was unsure when the mill will open again.
