NORFOLK -- Light rail mass transit needs mass to succeed, and Hampton Roads just doesn't have that right now.
That's the opinion of a national expert on transportation and land use - the keynote speaker at a light rail symposium Thursday sponsored by Tidewater Regional Transit and Pentran.
Norfolk native Robert Cervero, professor of city and regional planning at the University of California, Berkeley, said Hampton Roads needs concentrated commercial and residential development along the proposed light rail line for the commuter trains to be effective.
