NORFOLK -- Twenty-three sailors aboard the carrier Theodore Roosevelt refused to take the mandatory anthrax vaccination and have been disciplined with fines, extra duty and demotions in rank.
They are the largest group of sailors to refuse the shots, first ordered by Defense Secretary William S. Cohen last March for all military units being sent to the Persian Gulf.
Initially 38 Roosevelt sailors balked at the vaccinations. Some later changed their minds and submitted to the program, officials said.
