NORFOLK -- When the City Council formed a task force in 1997 to study homelessness, it seemed like a good idea to members of the Ghent Neighborhood League, which has long bemoaned the foot traffic of poor people in the neighborhood.

Eighteen months and one report later, however, league members say their concerns have yet to be addressed. Last month, the league published a 20-page report criticizing the findings and methods of the Mayor's Task Force on Homelessness as vague and biased.
