NORFOLK -- It is noon at the police pistol range and Sgt. Larry Carter is molding 11 rookies with the loving care of a Marine drill instructor.

``I WILL DO AS I AM TOLD!'' he shouts, pacing as they repeat his words in unison.

As they lie struggling to hold their legs 6 inches off the ground, they contemplate punishment. A rookie on the firing line had drawn his gun before Carter gave the order. Now they all feel the pain of repentance.
