While running for governor of Virginia, Jim Gilmore didn't have a lot of TV sparkle. Some surmised innate modesty figured in his air of the earnest salutatorian. Perhaps this was a bad guess. Regarding car-tax repeal, the governor simply cannot be praised enough. But he's working on it.
The state has mailed the first of about 2.5 million car-tax rebate checks. With each goes a note from the governor touting ``my historic car-tax relief plan''; promising more checks to come and inviting anyone with questions to call ``Gov. Gilmore's No Car Tax Hotline at 1-877-CARTAX1.''
