PORTSMOUTH -- A police officer who was fired amid accusations that he stood by while another officer assaulted a suspect will return to work Monday.
Joseph S. Lilley, 29, was fired in May after an internal affairs review of allegations that another officer had used excessive force.
However, Portsmouth Police Chief Leonard Cooke said Thursday that a grievance panel has ruled, because of mitigating circumstances such as Lilley's service record, that Lilley should be suspended for 20 days in lieu of being terminated.
