NORFOLK -- A New York City sculptor has been recruited to create a pair of large brass maps for sidewalk plazas outside downtown MacArthur Center - part of the city's effort to distinguish the $300 million shopping complex from ordinary malls.
But the expense has raised eyebrows and generated philosophical questions about the value society places on art.
The Norfolk Redevelopment and Housing Authority, which is overseeing the mall's construction, is paying $100,000 to the artist - renowned ``street'' sculptor Greg LeFevre.
