At the Norfolk headquarters of the Atlantic Fleet, Cmdr. Don Pacetti has a simple goal for overcoming the Year 2000 problem.
``Business as usual,'' he said. ``Everything that works today still works the same way after the clock rolls over.''
But Pacetti, the fleet's Y2K action officer, admits that is an unlikely prospect. ``A word you're going to see to a great extent in the Y2K world is triage,'' he said. ``Because of the magnitude of the problem . . . you've got to prioritize your effort.''
