As every commuter in this region is painfully aware, Hampton Roads has an acute rush-hour traffic problem.
If most commuters weren't going to and from work at more or less the same time, thus stringing out rush hours out, or if more commuters carpooled, or if both things happened, commuting woe would diminish.
Dwight L. Farmer, the Hampton Roads Planning District Commission's transportation planner, reports that ``dynamic pricing'' or ``congestion pricing'' might well alleviate commuting stress.
