NORFOLK -- The number of people munching lunch outdoors at sidewalk dining tables may one day become a measure of downtown's success.
As the city prepares for the March 12 opening of MacArthur Center mall, Norfolk planners have recommended an outdoor dining district downtown that is meant to get people onto the street.
It's not just that the great cosmopolitan cities of the world - think Paris in the spring - are known for dining alfresco.
Norfolk officials say sidewalk cafes may be one way to lure shoppers from the massive mall to explore what the rest of downtown has to offer. The $300 million mall is ...
