CHESAPEAKE -- A sewer line that had threatened to open large sections of the city's rural southern areas to development was rejected Tuesday.
And with it likely went the prospects for a 220-unit project that had been approved for South Battlefield Boulevard across from Southeastern Elementary School.
After an hour of private discussion and almost no public debate, the council voted 7-2 that a 3.7-mile sewer line proposed by the Hampton Roads Sanitation District did not comply with the city's comprehensive plan.
