She can't change all the rules and, besides, it's an Elks tradition: All new officers wear a tux at their installation.
So, when Janet Labarge becomes the first female exalted ruler of Norfolk Lodge No. 38 of the Benevolent and Protective Order of Elks on April 4, she'll be wearing a tux - with a skirt.
Then she'll change into a soft, gray cocktail dress with gray hose and shoes.
