RICHMOND -- Virginia's new superintendent of public schools, introduced Monday, promised to make schools safer and improve the quality of education.
Paul D. Stapleton, who comes to the post after serving as superintendent of the Charlotte County School System for the past 11 years, offered no specific agenda other than to carry out Gov. Jim Gilmore's wishes.
And he declined to comment on controversial issues such as how state money should be distributed to localities for school construction.
