NORFOLK -- Carla Gaynor and her daughter, Katrina, have been without running water or heat for most of the month, and they don't know why.
They've been paying the rent, which covers water and gas, for their two-bedroom apartment at 360 San Antonio Blvd. But they can't get answers from the rental manager or property owner on why the bills aren't being paid.
``It's just been a mess; yes, it has,'' said Gaynor, 36, who has a friend fill coolers with water every morning so the family can drink, clean and bathe. ``We don't have no water, no heat, and the rental office is trying to tell us they don't know ...
