NORFOLK -- With a cloud of spray and speed that would guarantee a ticket on a western interstate, a boat that ought to be a plane made its debut on the waterfront Friday.
Mayor Paul D. Fraim was on the inaugural run as the Xtreme Xplorer roared off from a dock at Nauticus. It gathered speed and went airborne, gliding over a cushion of air just above the flat water's surface at 92 miles an hour.
``It was quiet, smooth and very exciting,'' Fraim said after the brief ride down the Elizabeth River and back.
