Sprint Corp. unveiled what it calls a revolutionary $2 billion upgrade to its phone network Tuesday, an innovation that will give a single phone connection a wide array of functions at lower prices.

The improvements will overturn the 100-year-old system of basing phone charges on the distance a call travels. Instead, the nation's third-largest long-distance provider plans to meter useage like an electric utility - basing the bill on how much data a person or company transmits.
