CHESAPEAKE -- Police have charged a South Norfolk man with child abuse in connection with the death Monday of 18-month-old Casey Marie Smith.

Chesapeake police arrested Sean Christopher Baker, 26, of the 4500 block of Bainbridge Boulevard on Sunday. He was charged with felony child abuse, Chesapeake police spokesman Detective Dick Black said.

Commonwealth's Attorney Larry Willis said he had not yet studied the case, or made a decision on any possible additional charges. Willis began his stint as commonwealth's attorney on Tuesday.

Casey's mother, who was living with Baker, called paramedics at 12:30 ...
