AMONG THE more difficult conditions for any actor to play is simple human decency. Actors are more likely to win Academy Awards for playing insane characters or alcoholics, even though these are foolproof, showy, assignments. Peter Fonda, asked to play Ulysses Jackson, a quiet, remote man who believes only in hard work and family ties, delivers a performance of astounding honesty and complexity in ``Ulee's Gold.''
Ulee lives a solitary existence as a beekeeper in the tupelo marshes of the Florida Panhandle. ``Bees and I have an understanding,'' he says. ``I take care of them. They take care of me.''
