PORTSMOUTH -- The 19-year-old man arrested in connection with a Monday morning robbery of an Almost-A-Banc was wearing a bulletproof vest, police said Tuesday.
Wearing body armor while committing a serious crime is a felony, according to police spokeswoman Amber Whittaker.
Whittaker said she believes this is the first time in about four years that someone has been charged with the offense in Portsmouth.
