HOUSTON -- The director of the National Weather Service warned Wednesday that his agency may not be able to function if the budget is cut as expected.
``I cannot continue to operate the Weather Service next year unless we do drastic things,'' Joe Friday said in unscheduled remarks at the National Hurricane Conference. ``We certainly cannot operate the Weather Service we had planned.''
A former head of the National Hurricane Center, Neil Frank, angrily told emergency services officials attending the conference from around the nation that it is up to them to pressure Congress to restore funding.
