They may share the initials G.W., but President-elect George W. Bush has absolutely nothing in common with the first president in terms of selecting his personal staff.
George Washington, drawing upon the examples of the nation's first form of government, the Articles of Confederation, adopted during the American Revolution, selected Cabinet officers. But in the first days of the new government operating under the Constitution, presidents like the first G.W. didn't have to worry about filling personal staff positions.
