Cosmetic products that make sunscreen claims, even just mentioning an SPF, are regulated in the U.S. as over-the-counter drugs (OTC). Other parts of the world consider sunscreen products to be just cosmetics, but in the U.S., they fit the definition of a drug product because they prevent a disease--sunburn. Rarely would anyone use a moisturizer with an SPF 15 to stave off an actual sunburn, but the sunscreen character of a cosmetic product will help minimize the insidious damage that exposure to UV radiation can do even without redness and ouch.
