Article: Kazakstan Pushes On With Energy Sector Restructuring.(Brief Article)

Spurred into action by the feeling that Kazakstan has shared too large a chunk of its oil riches with the West, President Nursultan Nazarbaev is forging ahead with his campaign to reestablish the government's grip over the oil business.

Last week, the president launched a long-awaited restructuring of the industry by creating the Ministry of Energy and Mineral Resources out of the Ministry of Energy, Industry, and Trade (NC Oct. 5, p1). Nazarbaev also scrapped the state investment agency -- designed as a "one-stop shop for foreign investors" -- splitting its functions between the new Energy Ministry and the Foreign Ministry.
