The audience favorite of the 1998 Minneapolis/St. Paul International Film Festival is back: "Driver 23," Rolf Belgum's funny, moving documentary on wanna-be rock star Dan Cleveland - a fanatic do-it-yourselfer whose duct-taped creations include a double-necked half-electric, half-acoustic guitar and a home recording studio built out of styrofoam and suitcases - will air at 10 p.m. Sunday on KTCA, Channel 2. Cleveland (a/k/a Driver 23 for a local courier service) left for Los Angeles after filming ended in 1997 to follow his performing dream.
