NORFOLK -- The gold Lexus looked suspicious as it darted from a dimly lighted sidestreet. So Sahib Salaam and Walter Combre, doing their volunteer stint for the Park Place Citizens Patrol, decided to follow.
The Lexus proved too quick. After a few blocks, Salaam and Combre lost sight of their quarry.
But another scene soon caught their attention. It was close to midnight, and a woman in a short, tight skirt was leaning into an idling white Cadillac, talking with the driver.
Talking business?
Salaam and Combre headed in the opposite direction for a moment. Then they did a quick U-turn and ...
