PORTSMOUTH -- Franklin Columbus Watson Jr., 53, of the 100 block of Francis St., died Saturday, May 4, 1996, in his home.
Mr. Watson, a native of Portsmouth, was formerly employed at Newport News Shipbuilding & Drydock as a senior designer.
