A possible deal to complete the Las Camariocas nickel plant in Moa will be one of the main orders of business at mid-December meetings scheduled for Havana between Russian president Vladimir Putin and Cuban leader Fidel Castro.
Russian sources say Siberian mining giant Norilsk Nickel has submitted a proposal to complete and operate the dormant project.
If the deal is consummated, Norilsk would be the second major foreign investors in Cuba's nickel mining sector after Canada's pioneering Cuban investor, Sherritt International Corp. There also are several smaller companies believed to be involved in nickel exploration.
