NAPOLEON rushed his fences. His version of the European Community one of the militarily conscripted ones that Britain did not join, therefore proved short-lived. The version set peacefully in motion by the Treaty of Rome has this year come charging out of agricultural deadlock, inspired by the challenge of making Europe frontier-free by the end of 1992. Already some of its more ardent promoters are gazing beyond this challenging hurdle towards a European union with a European government and a European Europe 1992, too, is riding for a fall.
