Norfolk citizens are in danger of being disrespected without their knowledge because of a dispute that has arisen inside City Hall. The issue involves a proposed city charter change that would allow the personnel recruitment process for top-level police and fire officials to be broadened.
Current law, which applies only to Norfolk, limits appointments within public safety ranks below chief only to candidates within these departments. This provision prevents the city from putting qualifications first when filling top positions in public safety.
