RICHMOND -- John J. Welch launched his high-octane road trip to the General Assembly on Tuesday night with a Wendy's double burger in one hand and a cell phone in the other.
``He steered with his knees,'' confessed Welch's aide Robert A. Rummells.
Earlier that evening, Welch won office handily in a special election to fill Virginia Beach's newly vacant 21st House of Delegates seat.
But his hometown celebration was short-lived. Welch needed to drive furiously through the night to claim his spot in the 2001 General Assembly session starting Wednesday.
